First you need to draw or download its file in .png format (permission can be any). There are several sites with ready-made cursors for Roblox, and there are even more pointers for Windows, just enter the desired query in Yandex or Google. What to do next:

• Press the keyboard shortcut Win + R.
• In the window that opens, enter % AppData%.
  
• Will open Roaming folder. Go one level down by clicking AppData.
  
• Follow the path Local\Roblox\Versions\.
  
• Next you will find two folders whose names start with version. Roblox always keeps two versions, one for itself and one for Roblox studio.
